Portugal Events 2027: how to apply for your congress or corporate event for Turismo de Portugal support
Portugal Events is the incentive system of Turismo de Portugal for the organization of events with tourist interest. Applications for events held in 2027 open on September 1, 2026, on the SGPI platform. Congresses, conferences, conventions, and other associative and corporate events receive between €5,000 and €50,000, calculated by the number of overnight stays the event generates and not by the invested amount. Strategic tourist product events can receive up to €300,000.
Applications for events in 2026 have been suspended since June because the year's allocation ran out. Anyone wanting support for 2027 can apply starting September 1, on a first-come, first-served basis, and at least 30 days before the event.
What is Portugal Events
It is an incentive system managed by Turismo de Portugal, I.P., which finances the organization of events capable of attracting tourists, projecting the country's image, and boosting local economies. It is not a European fund: it is funded by Turismo de Portugal's own revenues.
The legal basis is Ordinance No. 101/2023, of April 11, amended and reinforced by Ordinance No. 4/2026/1, of January 5. The latter extended the program until December 31, 2028, and reinforced it with 45 million euros for the 2026-2028 period, an increase of 29 million compared to the previous regulation.
The allocation for 2026-2028 is distributed as follows:

The budget for each typology is distributed equally over the three years. That is why the 2026 allocation ran out halfway through the year: the annual budget for associative and corporate events is 1 million euros, and with grants that can reach €50,000 per event, it runs out quickly.
The practical consequence: this is not a competition with a closing deadline. It is a queue. Whoever applies on September 1, 2026, has access to an intact budget; whoever applies in May 2027 may find the door closed.
Why applications were suspended and what changes on September 1
Turismo de Portugal suspended applications for events in 2026 in June due to the depletion of the available funds for that year. The program did not end, nor did its rules change: only the annual slice was exhausted.
Starting September 1, 2026, the window opens for events taking place in 2027. The general rule of the regulation is that applications can be submitted from September 1 of the year prior to the event's realization.
Two dates that matter to those planning:
- September 1, 2026: submission opens for 2027 events.
- 30 consecutive days before the start of the event: this is the minimum submission advance. It is not a suggestion: applications submitted after this are not accepted, except with a justification accepted by Turismo de Portugal.
Who can apply
Entities that hold the organization rights to the event can apply. The regulation is broad regarding legal nature:
- Companies of any size
- Associations and foundations
- Public entities
- Convention Bureaux
- Higher education institutions
- Regional tourist promotion agencies
- Foreign companies, provided they have representation in Portugal
Local and regional events are the exception: they are submitted by regional tourism entities and regional tourism secretariats, on behalf of the final beneficiaries, within an annual event plan.
Conditions that eliminate applications before any merit analysis
The applicant entity must cumulatively meet:
- Proven legal constitution and guaranteed physical, human, and financial resources
- Regularized situation with the tax administration, social security, and European fund paying entities
- Organized accounting according to the law
- Positive net equity in the year prior to the application
- Not be classified as a company in difficulty
- Not have been the target of an administrative or judicial sanction in the previous two years
The requirement for positive net equity is the one that catches most associations off guard. It is worth confirming the accounts of the previous financial year before investing time in the application.
The three event typologies and which is yours
The regulation creates three typologies, with completely different calculation rules. Choosing the wrong one is the most expensive mistake you can make in this application.
(a) Strategic tourist product events
Events that, due to their scale, are catalysts for attracting tourists (festivals, major sporting events, gastronomic events).
- Minimum total investment: €500,000, verified in the application and reconfirmed after completion
- Grant calculated as a percentage of the eligible investment, between 10% and 50%, depending on the degree of relevance assigned
- Maximum limit: €300,000
- +25% bonus if 75% of the investment takes place in a low-density territory
The degree of relevance results from four criteria, scored from 1 to 5 each:

The four criteria are: relevance of projecting the image of Portugal and the region; guaranteed media exposure; boosting local economies (including average stay and regional dispersion); and innovation and sustainability.
Specific note: in music festivals held outside low-density territories, only communication expenses are eligible.
(b) Associative and corporate events
Congresses, conferences, seminars, colloquiums, symposiums, conventions, workshops, and similar. This is where most of our clients' events fall.
The logic is different and simpler: the grant does not depend on what is spent, it depends on the overnight stays the event generates. There is no investment percentage, no degree of relevance, no scoring. There is a table.
(c) Local and regional events
Events capable of boosting local economies, obligatorily integrated into an annual event plan submitted by a regional tourism entity or regional secretariat. The limit is €500,000 per plan. The regional entities open their own public tenders to select the events that make up the plan; that is where the organizer applies, not directly to Turismo de Portugal.
How much is the grant for a congress or corporate event worth
Between €5,000 and €50,000, defined by the tier of hotel nights generated by the event. This is the table from Article 11 of the regulation:

The two bonuses
Added to the table value, supported by Turismo de Portugal:
- +25% if the event takes place during the IATA winter period (roughly from late October to late March)
- +25% if the event takes place in a low-density territory
The regulation states both bonuses in the same rule, which suggests they are cumulative. [Confirm with Turismo de Portugal before communicating a value to a client.]
A concrete example
A three-day scientific congress with 600 participants, of which 300 come from outside the region and stay two nights:
- 300 participants × 2 nights = 600 overnight stays
- 600–1,199 tier → €10,000
- If it is in November (IATA winter) and in a low-density territory → +50% = €15,000
The same congress held in Lisbon in May receives €10,000. Held in Bragança in November, it receives €15,000. The date and location of the event are worth, in this case, €5,000 and these are decisions made a year in advance.
Who pays what
The grant is shared: 75% borne by Turismo de Portugal, I.P. and 25% by the territorially competent Convention Bureau or regional tourist promotion agency. [Confirm whether the regional contribution is mandatory or optional. The reading of the regulation admits both interpretations and this changes the effective amount to be received.]
What expenses are eligible
For associative and corporate events, the question does not arise: the grant is determined by overnight stays, not by expense. It is not necessary to build a map of eligible expenses to determine the value, although it is necessary to justify the execution at closing.
For typologies (a) and (c), direct expenses with the following are eligible:
- Rental of spaces and social program
- Rental of audiovisual equipment
- Travel
- Accommodation and meals
- Construction and assembly of structures and accessibility
- Event organization services, contracted in Portugal
- Promotional material
And, in the chapter of national and international communication:
- Communication campaigns
- Presence of media
- Travel of journalists, including food
- Brand activations abroad
- Content production
- Websites and applications
The current operating costs of the beneficiary not provided for in the regulation are not eligible, nor are cash payments, except when this is a frequent means of payment in the activity, and with a limit of €250 per transaction.
The four requirements of Article 8 that almost no one reads
Besides merit, the regulation imposes eligibility conditions on the operation itself. They are transversal to the three typologies and are not negotiable. They are worth quoting, because this is where many applications are weakened without the organizer realizing it.
1. Legality. Compliance with all legislation applicable to the event.
2. Sustainability. The regulation requires that the event ensure "the best sustainability practices in its economic, environmental, and social dimensions," and lists: waste management, elimination of single-use plastics, water management, low-consumption energy, biodiversity protection, circular economy, gender parity among speakers, contracting local suppliers, and positive impact on the local community.
3. Accessibility. "Observe the best accessibility practices, especially for people with reduced mobility."
4. Fluid and digital experience. This is the one that most surprises those reading the regulation for the first time. The event must "ensure the adoption of measures that provide a fluid experience, particularly regarding virtual payments, online bookings, ticketing, and digital information."
In other words: the application assumes that the event has digital infrastructure. Digital ticketing, online registration, digital information to the participant. An event managed on a spreadsheet and hand-printed badges does not comply with subparagraph e) of Article 8.
How it is paid and what happens if overnight stays fall below expectations
For associative and corporate events, payment is made in two tranches: 50% upon signing the Term of Acceptance and the remainder after verifying the conclusion of the event and compliance with the overnight stays matrix.
For typologies (a) and (c), there are three moments: 50% with the Term of Acceptance, plus 25% upon justification of expenses (if requested by the beneficiary), and the remainder after verification of physical and financial completion.
The tier revision
The regulation is explicit: if at closing it is verified that the number of recorded overnight stays was higher or lower than estimated in the application, the grant value is revised; the increase is conditional on budget availability.
In practice, this means three scenarios:
- Overnight stays above the estimate → the grant can move up a tier, if there are funds.
- Overnight stays below the estimate, but still within the table → the grant is adjusted downwards, to the tier actually achieved.
- Overnight stays below the minimum tier (50) → risk of termination of the Term of Acceptance and return of the amount already received, within a maximum of 60 working days.
The strategic reading: overestimating overnight stays in the application brings no advantage. It brings the risk of returning money already spent. Estimating accurately and being able to prove it is what protects the organizer.
The deduction for revenues
10% of the positive net revenue generated by the event is deducted from the grant, with a limit of 50% of the allocated amount. Net revenue is calculated by subtracting box office receipts, image rights, and sponsorships from the total cost.
What you have to prove at closing
The grant does not end at the event. It ends at the report.
For associative and corporate events, the beneficiary must present the final event report, including as an attachment the report regarding the overnight stays that determined the funding tier.
For typologies (a) and (c), the final report must "detail the economic, social, and environmental impact of the event against the objectives and indicators defined in the application," with evidence of completion.
Financial verification is done by an expense map certified by an official auditor, certified accountant, or financial manager (in the case of public entities), detailing total cost, eligible expenses, revenues, and sponsorships. Physical verification may include site visits and confirmation that the grant was publicized.
Note the wording: against the objectives and indicators defined in the application. The indicators are chosen by the applicant themselves, on the form, months before the event. And it is against these indicators and not against other more convenient ones that the closing is evaluated.
The beneficiary's obligations
- Allow access by Turismo de Portugal (and, in local and regional events, regional tourism entities) to the event locations and to the documents necessary for verification
- Publicize the grant awarded in accordance with applicable regulations, which includes the presence of the VisitPortugal logo on communication materials
Where event technology comes into this application
In three specific points, and it is worth being precise about what they are because none of them is "the platform does the application for you."
1. In digital eligibility (Article 8, subparagraph e). Digital ticketing, online registration and booking, digital information to the participant are an eligibility condition, not an extra. A participant management platform covers this requirement by design.
2. In estimating and proving overnight stays. beamian does not make hotel reservations and does not issue overnight stay reports; that comes from the hotel, the DMC, or the Convention Bureau. What the platform provides is the denominator: who registered, where they come from, who was actually present, and on what days. Without this verified basis, the estimate of overnight stays in the application is a guess, and the tier revision at closing becomes a risk instead of a formality.
3. In impact indicators. The closing evaluates the event against the indicators the organizer themselves defined in the application. Choosing indicators that the platform already measures (accredited participants, attendances per session, occupancy by zone, interactions between participants and exhibitors, geographical origin) turns the final report into an export. Choosing indicators that no one measures turns it into a problem.
There is also a point of contact with subparagraph c) of Article 8: reusable smart badges replace credentials and printed materials, which fits into the elimination of single-use plastics and the circular economy principles that the regulation lists. It is an argument to use in the application, with numbers, not a generic statement.

Checklist: what to do before September 1
- Confirm the typology. Congress, conference, or convention → typology (b), overnight stays rule. Festival or major event with investment exceeding €500,000 → typology (a).
- Verify positive net equity from the previous financial year and tax and contributory regularity.
- Register the account on SGPI at acesso.turismodeportugal.pt. Do this before the 1st, not on the 1st.
- Estimate overnight stays methodically. Expected participants × proportion from outside the region × nights. Document the method, it will be needed at closing.
- Check the bonuses. Does the event date fall in the IATA winter? Is the location a low-density territory? They are 25% each.
- Choose impact indicators that you can measure, not the ones that sound good.
- Confirm the digital component (ticketing, registrations, participant information) before declaring compliance with Article 8.
- Submit early. The annual budget for associative and corporate events is 1 million euros and ran out halfway through 2026.
